Environmental Compliance Approvals & Environmental Activity and Sector Registry
The Ontario Ministry of Environment has reshaped the approval process and renamed Certificate of Approvals (CoAs) to Environmental Compliance Approvals (ECAs). They have also created the Environmental Activity Sector Registry (EASR) for streamlined permitting of selected activities including comfort heating equipment, emergency power generators and automotive refinishing under specific conditions.
ECAs, replacing CoAs, now allow for multi-media approvals such that air, water and waste approvals can be combined and a single application form has been developed. All applications made after Oct. 31, 2011 will receive ECAs and all existing CoAs automatically become ECAs with no action required at this time.
The EASR features online self-registration for certain activities considered insignificant that meet the applicability requirements of O. Reg. 245/11. All activities considered eligible must be permitted through the registry unless a sec.20.18 order from the Director is granted under the Environmental Protection Act.

Toxics Reduction Act
The Toxics Reduction Act (TRA) and its regulation which apply to Phase 1 facilities and require the reporting of Table A substances, as outlined in the NPRI, has a deadline for 2011 activity reporting of June 1, 2012 and will also require the first Toxics Reduction Plans by December 31, 2012.
